Does the CIA need people that both look and speak arabic, or a just a normal american speaking arabic?

I heard the CIA needs people that speak arabic. My view on things is that they need clandestine agents to carry out missions in middle eastern countries so would a ordinary american look suspicious in the middle east? Or does the CIA have other uses for arabic speaking american?
